PERTH AMBOY – Police arrested an alleged heroin dealer on Thursday. Felix Montalvo, 36, was the target of an investigation by the Perth Amboy Police Department’s Special Investigations Bureau.
Montalvo was charged with distribution of heroin, distribution of heroin within 500 feet of Fink Park and within 1,000 feet of William C. McGinnis Middle School, possession of heroin, and possession with the intent to distribute. Judge Maria Del Valle-Koch set bail at $50,000, and required the full amount to be posted. Montalvo also had two outstanding warrants for his arrest.
On July 19, police observed Montalvo leaving his Market Street apartment and followed him to the All-Star Furniture Store on Smith Street. Police identified several known heroin users who were congregating in the area and walking towards the establishment.
Police saw one man enter the store after making a phone call. At that time, detectives in plain clothes followed in behind him. The man walked to the rear of the store, where he allegedly tried to buy heroin from Montalvo, when the detectives made their arrests. Seven decks of suspected heroin was seized from Montalvo’s hand as he took $9 in currency from the man for the purchase of one of those decks. Police also seized $172 in cash from Montalvo, and recovered an additional two decks of suspected heroin at his apartment after obtaining a search warrant.
The total street value of the heroin seized is approximately $100. The investigation was led by Det. Carlos Rodriguez.
The charges against the suspects are merely accusations; they are presumed innocent until proven guilty.
