Perth Amboy Man Charged With Dealing Heroin

PERTH AMBOY – Members of the Special Investigations Bureau of the Perth Amboy Police Department arrested an alleged heroin dealer on Friday evening.

After receiving reports of drug dealing from a resident, officers conducted surveillance in the area of the 200 block of Hall Avenue on July 13. At approximately 6:45 p.m., they observed Osvaldo Perez, 38, sitting in a parked Honda Civic. A short time later, Richard Orengo, 40, approached the vehicle and allegedly took part in a narcotics transaction.

After he walked away, police stopped Orengo and placed him under arrest. According to authorities, Orengo was found to be in possession of 10 decks of heroin. Perez allegedly attempted to run from police, but they apprehended him and seized an additional 67 decks of heroin and $89 in cash.

Perez was charged with distribution of heroin, distribution of heroin within 500 feet of a Public Housing Complex, distribution of heroin within 1,000 feet of Ignacio Cruz Elementary School, possession of heroin with the intent to distribute, and obstruction of justice. Judge George M. Boyd set bail at $25,000 with no 10 percent option.

Orengo was charged with possession of heroin and Boyd set bail at $5,000 with no 10 percent option.

The total street value of the heroin seized is approximately $700, according to police. The investigation was lead by Detective Mabner Terron.

The charges against the defendants are merely accusations; they are presumed innocent until proven guilty.
