MIDDLESEX COUNTY — The Middlesex County Homeless Trust Fund Task Force (MCHTF) recently completed the development of an application and review process for the initial round of funding to support local, non-profit initiatives to end homelessness. Funds from the Trust are designated to support provisions of the Middlesex County Ten-Year Plan to End Homelessness.

In December 2009, the Middlesex County Board of Chosen Freeholders established the Middlesex County Homeless Trust Fund, dedicated to combating homelessness in the County. During 2010, more than $200,000 was collected under the provisions of the Trust Fund legislation, which enables counties to dedicate a portion of fees collected by the County Clerk to homelessness issues. The Homeless Trust Fund Task Force was appointed by the Freeholders in January 2011.

“The homeless population in Middlesex County goes beyond individuals, there are many homeless families,” said Freeholder Blanquita B. Valenti, chair of the County’s Human Services and Senior Services Committee. “This is of great concern to me and my fellow Freeholders, and we hope these funds will help people in need.”

The 2011 MCHTF Application Packet may be found on the County Web site at http://co.middlesex.nj.us/humanservices/index.asp. A hard copy of the packet can be obtained by contacting the Middlesex County Department of Human Services at 1-732-745-4186. The application deadline is 1 p.m. July 15.

Applicants must be 501(c)3 non-profit organizations or a consortium thereof, submit an original and 10 copies of the application on or before the deadline, and be willing to address the Task Force and answer inquiries during the review process.

The Application Packet includes: application documents, which are in both Word and Excel formats; the 2011 Priorities Listing; the Application Scoring Sheet/Matrix; the Overall Scoring Methodology and Process Timeline. The completed application must be accompanied by a one-page description of how the proposed program fits with one or more of the 2011 priorities and how the program furthers the goals of the Middlesex County Ten-Year Plan to End Homelessness.

The Task Force will forward its funding recommendations to the Board of Chosen Freeholders by the end of August. It is anticipated that the Freeholders will finalize the 2011 Homeless Trust Fund Awards in September, and that the term of the contract will be 12 months, commencing October 1, 2011. The distribution of funds in this initial award period will not exceed $200,000 in total appropriations.

Additional information is available by contacting the Department of Human Services at 1-732-745-4186.
