Queens Man Indicted For Performing Illegal Cosmetic Surgery

ELIZABETH — A Union County Grand Jury indicted a Queens, N.Y. man Wednesday who is accused of performing illegal cosmetic surgery inside a spa on Rahway Avenue in Elizabeth, according to Union County Prosecutor Theodore J. Romankow.

Oscar Ruiz, 48, is charged with second degree possession of illegal prescription drugs, third degree unauthorized practice of medicine and other offenses, said Romankow. The New Jersey Division of Consumer Affairs was notified of the alleged illegal surgery and sent an investigator to the scene in July 2009.


After several follow up meetings, Ruiz was arrested in October 2009 by the Elizabeth Police Department and the case was handed to the Prosecutor’s Office.  He later posted $100,000 bail and was released, said Romankow.

An investigation revealed that Ruiz is not a licensed medical doctor and that he was likely performing illegal surgeries in New York as well, authorities said.

After making several court appearances, investigators believe that Ruiz fled the country to his native Colombia.  A warrant has been issued for Ruiz’ arrest, said Romankow.
