ELIZABETH – Authorities are conducting a manhunt for an inmate who escaped from Union County Jail just after midnight today.
Phillip Ruddy, 21, was admitted to the jail on June 1 for a parole violation. Because of his low-risk status, Ruddy gained “trustee” status and was put to work at the jail, officials said. One of his duties included supervised trash removal on Elizabethtown Plaza.
The corrections officer supervising the inmates secured the other prisoner and radioed for backup, officials said.
Ruddy is from Rahway, officials said.
